The most usual place to find water coming in is usually at the fuel sender unit on the top of the tank. This is usually accessible under an inspection hatch in the floor. Check that its screwed down tight and that the gasket underneath is fully intact. Water on the deck can make it's way onto the top of the tank and pool there, before making it's way past any weak spots.

Also check that your fuel vent on the outside of the hull is pointing downwards and backwards, to discourage rain and/or waves from splashing into it. Usually the vent hose itself has an upstanding loop, creating a "trap" of sorts, like a U bend in a toilet, that, to a point, discourages water from making it's way back into the tank.

The other culprit can be the filler cap, which should have a rubber "O" ring inside, which creates a seal against water getting in.

Hope this helps.
