Can anyone explain Outboard Engine Height Mounting secret in plain english.

Hi:
I repowered my 1995 218CCF with a 275 Verado. I suspect it was mounted too low. I'm trying to figure out the correct way to measure this. The transom is "stepped" in the back of the boat. I'm told I need to measure from the main hull, and I don't want the anti-cavitation plate sitting under water. On Plane the wake sure seems dirty...which has me wondering about this.Is this able to be measured with the boat at the dock sitting idle, or should I try to get a picture to measure On Plane? I had the engine mounted at the shop I bought it from. I just feel there should be more with this engine. Or am I just looking for more to do to the boat?

A pic would be a good thing, I don't recall seeing a step at the stern of any boat. Some outboards have the mounting bracket molded into a sort of swim platform so a pic of the boat on the trailer might help
