Counter sinking screw holes as a repair?

Counter sinking screw holes as a repair?
As I take stuff off of the hull that is outdated, there are several screw holes that need to be covered.
at least a few will be under the water line.
My thoughts are to counter sink the hole in order to put a screw with 4200 back in it's place. Hopefully leaving a flush surface.
thoughts on this, or other simple fixes to the holes?
