I’m looking for the name of this oval plastic piece? Is this a air flow inlet?

Have you tried looking behind it? It almost looks like a courtesy light. Maybe the bulb is burned out so you don't see it when the cockpit/bow rider lights are on?

Looks like the horn on my boat. Take the screws out and have a look.
