Live wells not pumping empty

I am having problems with my live wells not pumping out empty. Is there a problem with check valves or is this not?

Isn't that just a thru hull drain? Check your hose see if it runs up hill any where and if it indeed has a pump them there should be a 1 way check valve at the pump outlet to keep the water from coming back in, but if it's a long run to the pump them any water in that hose will remain in the hose and therefore the live well
