New Owner with a Couple Maintenance Questions

1997 Eclipse 2400 Sport Cuddy with Merc 7.4 Bravo 1

#1 -- Horn doesn't work and I'd like to replace it. I think it's located behind a plastic grille high up on the starboard side. Can the grille be pried off to access the horn? I didn't see any screws. I hope I don't need to access it from inside the cuddy, because that looks like a big job.

#2 -- I'd like to get at the back of the instrument panel but am reluctant to pull too hard on the access panel loops. They are both very tight and the loops are only made of upholstery material. It would help to know how these panels are held in place. Can I safely pry around the perimeter?
