problem solved after tracing the red wire from the port ignition switch back to the buss bar i found the male spade that is under the fuse holder to be loose after moving to open breaker slot i now have rock solid battery voltage

I am glad you fixed the problem. You may have more problems with the spade connectors and glass fuse holders in the future as they are almost 30 years old and are getting corroded. I recommend that you run a wire directly from the hot side of the fuse block using the same screw terminal that feeds it over to the ignition switch. You may need a longer brass screw. Use an inline fuse holder that uses the new automotive style fuses and fuse it with the same size fuse as in the circuit that you are abandoning. If the ignition switch has spade terminals (sometimes called QC) then I would replace it with one that has screw terminals so that you can use all ring terminals on the wires. Do the same for the starboard ignition circuit. These are important circuits to upgrade as the engine can die suddenly even at cruising speed.
