Changing control cables

I have 2006 Wellcraft 320 Coastal. I need to change control cables for my Yamaha 250 outboards. Hard as I try, I can't budge them. Does anyone know
what to do in order to pull in new cables? Thanks-----Doyle

open the control box, disconnect the cables, disconnect cables at engine, remove cables and check the numbers or measure them
