On my 1985 260 aft cabin on the starboard rail from the stern, first is the fuel fitting, next is the waste fitting for the holding tank in the engine bay. In front of that is another waste fitting? What does that handle and where is that tank located?

On some older boats some heads were self contained toilet/tank together, maybe yours was updated toilet with the separate holding tank
