Help - boat takes on water when 4 passengers are on board

I own a 1999 190 CCF and love it. Over the past few years i have noticed the boat leaks badly when i load it with people. I have resealed the outside of the drain holes and have resealed the seams where the top of the boat connects / overlaps the hull and i don't see any gaps. Since it is taking in water when the boat is loaded with extra weight i am thinking that it must be the through hull drains in the stern that need to be replaced? Any ideas? or it could be the seams in th stern as they are below the water level when I load the boat.... but it doesn't make sense to me that water would come in the seams at the stern while the boat is moving.... any suggestions would be appreciated. It's a dangerous situation.

You're right in thinking about the though hull fittings, it might be a good idea to take a look at the hoses attached to the fittings. It also would be good to put weight in the boat to simulate 4 people and then look for the leak, that way you would be sure

Had one that took on water like that, factory installed the thru but never connected it to anything.
