Excel 26se shifter neutral switch question

Just bought a 96 Excel and starting has been getting worse each attempt. Checked continuity on the ignition switch ok. Tried to remove shifter to look for the neutral switch, but could not remove shifter. Now it's winterizing time and she won't start. Nothing. Batteries good. Played with the shifter and once got a sound from the starter. Any tips or tricks to winterize the engine? I drained the manifolds, but I believe I need to remove the metal plugs in the block? And how does the shifter come out? Geez it has been time consuming. Thanks in advance for any help. Getting cold hete in Maryland.

If you remove the screw in plugs or knock sensor, then the thermostat and pour anti freeze in till it runs out the hole then put the plug or sensor back in, then remove the drain plugs in the exhaust manifolds till it runs out there then put the plugs back in and wait till it runs out the outdrive. that might do it but still no guarantee. getting it running is the best option and you'll have to do it sooner or later

If you open any drain plugs, be sure you poke around with a pointed object that might be clogging the drain holes.
When you go to start the engine, do you hear a clicking sound coming from anywhere?

No clicking. Its either a good crank or nothing.

look under the dash for 2 yellow/red tracer wires ,these go to the neutral safety in the control box. cut and short them together on the ign side and retest. If starting is normal the switch or mechanism is not making good contact

No luck! Can't get to wires to even do a splice. Any tricks? Solid wall with no access to get to the neutral switch. Adding pics.
