Gas Tank vacuum

My '05 252 Coastal has what may be an issue, idk... I've been restoring her since she sat up for 12 years. One obvious chore was to suck out all the old gas. While I was doing this using a hi-flo fuel pump the tank built up a vacuum. I heard it buckle after about 20 gals were pulled out so I opened the gas filler cap and heard it suck air. So am I right in assuming the vent is clogged? Where the heck is the vent? Is it that little splash fitting just under the gas cap? The reason I ask is because I put some pressure in there and WATER CAME OUT of the thru-hole just below it!
Maybe I need to suck the water out of the vent using a shop vac? I don't want to damage anything but maybe sucking out the water is a good idea ??? idk really!
