Repowering my 238 coastal

I’m repowering my ‘96 238 coastal. I’m not sure what height the anti-ventilation plate should be. The bottom of the boat steps up at the transom. Do you set it to the bottom of the transom or bottom of the boat? I’ve also heard to set it just below the bottom of the boat and just above the bottom of the boat. Does anyone know the what best and why?
