fuel pump not getting fuel or fire to carburetor

I have a 1989 Wellcraft Marine 170 Classic, just bought it, has a Mercruiser fuel pump (3.0L 4cy) and it won't turn over all the way, seems the fuel pump isn't getting fuel or fire to the carburetor. This is my first boat, so everything is new, just wondering if there were any other options besides starting with replacing the fuel pump, don't know if it's bad or not. Any help would be great!

I think you can test the fuel pump with a cheap vacuum guage from harbor freight

Maybe u know someone with a little mechanical would be a big help, go from there then, maybe get a mercruiser repair manual

I know my 1990 Monaco 3000 has 3 fuel valves: one for port, one for generator, and one for starboard. Make sure your valves are all open.
